IS projects comprise many challenges and difficulties at all
development phases, with high risks of such projects end in
failure. Failure rates for major IS projects appear to linger around
70%. IS project governance is a new born theory and a nascent
field of research. Previous researches in the topic of IS project
governance concentrated on high level project governance
(general perspective through view the project as one block), they
didn’t apply the projects governance in particular perspective
according to the project development’ phases and activities. Due
to the continuity of high percentages of IS projects failure,
specific governance approach for IS projects is a serious attempt
to enhance their success through addressing the projects’ failures
and defects. Wherever the specific governance approach
concentrates on all project’ phases and activates in details, project
feasibility study governance is introduced in this research as a
sample for applying the specific governance approach for IS
projects.

This paper highlights the need of many organizations nowadays for early warning information systems (EWIS) that can predict the future and help prevent crises or reduce their negative effects. These EWIS should be based on a reliable and consistent framework. The frameworks currently available are mostly deterministic, simplified or inconsistent in application and assumption; thus making them unreliable and impractical. The goal of this paper is twofold. Firstly, it provides guidelines for system analysts, designers, engineers and experts seeking to deal with crisis or disaster information systems. Secondly, it aims to present a novel framework for EWIS that can be adapted to the dynamic needs of the field of crisis management, and that can also be used efficiently in crisis preparedness. Finally, the paper will describe a case study in the law enforcement sector as a proof-of-concept for the conceptual framework; to demonstrate both the theoretical and practical approaches.

Due to the complexity of the development process of Enterprise Resource Planning Systems (ERP) this survey will meticulously analyze them from different points of views. In the beginning, a brief introduction to the definition of ERP systems showing their main concepts their history and evolution. Then, ERP systems are examined in order to show their essential software development characteristics. In addition, different ERP categorizations from software development point of views are derived from the current research which examined more than seventy of the most popular ERP systems. Furthermore, an overview of the common ERP software architectures are presented. Consequently, the major critical success factors which are needed to be considered when planning to adopt ERP systems is presented. Finally, the trend to include business process concepts into ERP systems is discussed emphasizing those features which are mainly supported in the current ERP systems.

Information systems (IS) development projects have high failure rates, lots of researches discussed IS projects failures and listed a huge number of failure reasons, despite that IS projects still have considerably high failure rates. This research looks for the sources of the failures as a new approach to decrease the failure probability of IS projects. Through investigating the failure reasons of IS projects, it has been detected that, most of failure reasons are attributed to the pre-development activities, which begin with the System Service Request (SSR) to initiate the projects and end with developing the project plan to represent a road map to explain how the project will progress through all its phases. Pre-development activities are focal points which have ability to improve IS projects success. So, an avoidance strategy includes many critical success factors for each pre-development activity is introduced as a swift solution for the research problem.

Most of developing countries are now experiencing revolution in e-government to deliver
fluent and simple services for their citizens. But, the organization will face three main problems if it
decided to modernize its IT infrastructure; firstly, there are many solutions of new technologies, how to
choose between them. Secondly, what is the impact of the factors affect on those solutions? Thirdly,
what is the degree of readiness each of these factors to comply this new changing? Therefore, a
systematic approach to measure organization readiness for adopting this new solution is needed, this
paper proposes a practical framework helps in answering these questions and assists decision makers
in estimating organization readiness for adopting all IT suggested solutions and to compare between
these solutions. Whereas, it will use Multi-Criteria Decision Making method to rank the alternatives,
taking into account all the attributes and factors affect the result, finally, it assess the degree of
readiness of these factors to accept the preferred solution.

"Many organizations that implemented ERP systems have reported not satisfied impacts from these huge investments. According to extensive academic debates, the reasons of ERP systems implementation failures are the disconnection between them and organizational performance.
The ERP selection process is an important step in the future financial and operational success of any manufacturing or distribution organization, empirical research has shown that selecting an inappropriate system is a major reason for ERP implementation failures, in Egypt the success rate of implementing ERP systems is extremely lower than that in western companies. Thus, ERP implementation success in Egypt is treated according to some dependent variables []. Although many companies in developing countries may have implemented ERP systems to capture its benefits, there is a lack of examining their actual influence on ERP systems. In this paper, the researchers present framework for ERP selection and adopted a critical factors to provide the organization with the necessary information to make a well-informed, quantitative software selection, toward achieving a successful ERP implementation.

One of the main characteristics of database driven applications is the strong tight coupling between application and database. Thus, any required change in the database schema leads to change in database access layer. Problems elicit during design phase (specifically in database schema defining and representation), development phase, and maintenance. If the database is shared between different applications, applying changes will be more difficult. The available solutions proposed adding a middle layer that receives query and returns results in a unified form. This research focuses on the limitations of tightly coupled architecture. Software projects deviate from their original plans due to changes that may happen during the software life cycle. Project managers depend on their experiences to estimate the effects of these changes on the duration and budget of their projects. Software projects should not deviate or crash with respect to the estimated deadline. Thus, any change should be estimated and studied before executing the plan.
In this thesis, we introduce a framework that integrates Software Project Management (SPM) and Software Change Management (SCM) to achieve the following objectives: First, when a change occurs, we go through the whole change management process before executing the plan. Second,monitoring the activities of the project by preparing and delivering managerial reports based on performance and improvements. When the Change Management Team (CMT) checks for the Change Request (CR), The CMT uses a sheet of rewards and punishments of the people responsible for each CR according to the completion date of the related CR (i.e. early CR means the responsible person will be rewarded; otherwise punished). Third,providing an accurate time variance to record any CRs finished earlier than planned which will result in revising the project plan or any delayed CRs that will derive management to take corrective actions to the project plan.Fourth,helping the management for better decision making in case of any budget deficit or surplus by using the cost variance to monitor the expenditures along the project plan. Fifth, increasing the prediction possibility of early project completion, which may result in revision of the operational processes that depend on the deadline of the project and notifying the higher level of management for further actions.
So,we will mainly focus on the project monitoring and controlling phase because it is one of the most important processes in developing any software project. It controls the operation of the project according to the project plan. In addition, it is one of the CMMI® process areas level 2.

In all business fields worldwide, the concept of governance is receiving a constantly increasing attention by decision makers as a key means for business success. And, as the vital role of higher education and research institutions is playing in developed and developing countries has become well understood, governance of such institutions emerged as a necessity for country progression. With such an understanding, this paper aims to shed the light on a key area of governance; that is information technology governance (ITG). The paper is divided into two main parts: the first provides a brief background on the topic and positions ITG within the wider scope of governance; and the second part examines the state of ITG in one of Egypt Research institutions using the leading ITG framework - COBIT 5. With minor exception of those processes that are governed by regular laws, results showed a very low capability of IT processes on the average.

Any kind of business uses documents, especially those used in paper work activities. The paper work contents hold huge amount of data. This type of data is exchanged between different business partners in form of purchase orders, invoices, offers, contracts …etc. In most cases, the processing control of this data source is poor if not missed because of the unstructured nature of these documents. XML came and brought a new dimension document structure. As the well formed XML documents rely on a predefined schema called XSD, documents may be processed easier and more efficient. The main creators of such daily paper work are the normal users but it is not practical to force them to learn XML concepts to create their documents in XML format.

Specifically, in those fields that include serving customers, service sheets include the details of services are stored in hard or soft copy. Service sheet documents content are gathered from many data sources. The user must ensure that every single piece of data is up to date, at the time of creating the document, as it is stored in its related data source. For example, if the address of the client is changed in the CRM database today, all the next service sheets that will be created should contain the new address. Moreover, the data is valuable but far from straightforward in processing because the unstructured nature of the documents.

In this paper, we present Active Document model and how it can be used to solve the problem of the unstructured nature of the normal paperwork documents. Also, the paper presents a solution that applies the Active Document model. The solution is built for the customer service tracking using the active document model to create the service sheet documents easily, interactively, and in structured XML format. It enables the normal users to create their service sheet documents using the commonly used user interface of their document editors which are referred to by intelligent applications as usual and in the same way they are used to follow but in the needed XML format. It is mainly based on attaching a predefined XSD to the document to define its structure.
