Most of developing countries are now experiencing revolution in e-government to deliver
fluent and simple services for their citizens. However, government sectors face many challenges in
modernization its e-governments’ services and its infrastructure. These challenges may lead to failure
of improving current services or developing new one. Therefore, there is a need for a solution to
overcome it. Cloud Computing plays a vital role to solve these problems. So, some of governments are
now tending to adopt cloud computing in their agencies for utilizing their benefits and overcome on e-
government challenges.
This paper demonstrates cloud computing, its characteristics, basic delivery models and deployment
models. It analyzes and reviews the literature proposed models of cloud computing adoption in e-
government environment. Finally, it compares between these models and classifies it to different
classifications from functionally perspective.

Most of developing countries are now experiencing revolution in e-government to deliver
fluent and simple services for their citizens. But, the organization will face three main problems if it
decided to modernize its IT infrastructure; firstly, there are many solutions of new technologies, how to
choose between them. Secondly, what is the impact of the factors affect on those solutions? Thirdly,
what is the degree of readiness each of these factors to comply this new changing? Therefore, a
systematic approach to measure organization readiness for adopting this new solution is needed, this
paper proposes a practical framework helps in answering these questions and assists decision makers
in estimating organization readiness for adopting all IT suggested solutions and to compare between
these solutions. Whereas, it will use Multi-Criteria Decision Making method to rank the alternatives,
taking into account all the attributes and factors affect the result, finally, it assess the degree of
readiness of these factors to accept the preferred solution.

This paper is concerned with the evaluation of perfOrmance indicators of
Information Systems Project Management (IS-PM). It clarifies the relationships
between IS-I’M domains, performance metrics. quality metrics, and performance
indicators. This paper presents an elaborated list of quality metrics for IS-PM. Based
on. these IS-PM quality metrics and a combination of statistical techniques, we built a
model for calculating IS-PM performance indicators. The quality reviewers can use
this model to evaluate and track the performance of IS projects managers.

"Many organizations that implemented ERP systems have reported not satisfied impacts from these huge investments. According to extensive academic debates, the reasons of ERP systems implementation failures are the disconnection between them and organizational performance.
The ERP selection process is an important step in the future financial and operational success of any manufacturing or distribution organization, empirical research has shown that selecting an inappropriate system is a major reason for ERP implementation failures, in Egypt the success rate of implementing ERP systems is extremely lower than that in western companies. Thus, ERP implementation success in Egypt is treated according to some dependent variables []. Although many companies in developing countries may have implemented ERP systems to capture its benefits, there is a lack of examining their actual influence on ERP systems. In this paper, the researchers present framework for ERP selection and adopted a critical factors to provide the organization with the necessary information to make a well-informed, quantitative software selection, toward achieving a successful ERP implementation.
This research starts by focusing on assessing the ERP System implementation benefits, outcomes and The cost of ERP projects failure followed by the most cardinal sins of ERP implementation then we presented the framework of ERP selection criteria after that, the critical factors toward achieving a successful ERP implementation were defined, finally the role governance and influences on success of ERP system implementation in Egypt were presented."

"Most of the software projects may deviate from their original plans during the Software Life Cycle in the organization. This deviation typically results from the changes that happed and
the project manager depends on his experience to estimate the effects of the change. This may affect the duration and budget of the project. It is important that the software project should not deviate or crash according to the estimated deadline. Thus any change should be estimated and discussed before implementation. In this paper will introduce a framework that integrates the Software Project Management (SPM) with Software Change Management (SCM) to achieve the following objectives: Firstly, optimizing the Change Management Process in a project and track the whole Change Requests. Secondly, monitoring if the software project finished early by revising the project plan w.r.t the actual schedule to shrink the project deadline. Information systems (IS) development projects have high failure rates, lots of researches discussed IS projects failures and listed a huge number of failure reasons, despite that IS projects still have considerably high failure rates. This research looks for the sources of the failures as a new approach to decrease the failure probability of IS projects. Through investigating the failure reasons of IS projects, it has been detected that, most of failure reasons are attributed to the pre-development activities, which begin with the System Service Request (SSR) to initiate the projects and end with developing the project plan to represent a road map to explain how the project will progress through all its phases. Pre-development activities are focal points which have ability to improve IS projects success. So, an avoidance strategy includes many critical success factors for each pre-development activity is introduced as a swift solution for the research problem.

Due to the complexity of the development process of Enterprise Resource Planning Systems (ERP) this survey will meticulously analyze them from different points of views. In the beginning, a brief introduction to the definition of ERP systems showing their main concepts their history and evolution. Then, ERP systems are examined in order to show their essential software development characteristics. In addition, different ERP categorizations from software development point of views are derived from the current research which examined more than seventy of the most popular ERP systems. Furthermore, an overview of the common ERP software architectures are presented. Consequently, the major critical success factors which are needed to be considered when planning to adopt ERP systems is presented. Finally, the trend to include business process concepts into ERP systems is discussed emphasizing those features which are mainly supported in the current ERP systems.

So we need a performance measurement tools that can ensure the Success of information system. And performance indicators are consider one of theses tools
The Performance indicators save the information systems project from failure that can occurs during the life cycle.
The absent of the Performance indicators may be accuse in wasting the time and effort .and lately we discover that the information system not achieve the organization strategy .and not meet the functional and non functional requirements or the system not meets the scope, budget ,schedule and
That of course make a project fails .so we need Performance indicators in each phase of IS life cycle to measure what we achieved and what not in each phase.
The objective of this research is to study in details what the Performance indicators is and what is its advantage and its tools.
And then find a suitable Performance indicators for the information system project life cycle and also find the Performance indicators that measure if the IS achieve the organization strategy or not.

Software projects deviate from their original plans due to changes that may happen during the software life cycle. Project managers depend on their experiences to estimate the effects of these changes on the duration and budget of their projects. Software projects should not deviate or crash with respect to the estimated deadline. Thus, any change should be estimated and studied before executing the plan.
In this thesis, we introduce a framework that integrates Software Project Management (SPM) and Software Change Management (SCM) to achieve the following objectives: First, when a change occurs, we go through the whole change management process before executing the plan. Second,monitoring the activities of the project by preparing and delivering managerial reports based on performance and improvements. When the Change Management Team (CMT) checks for the Change Request (CR), The CMT uses a sheet of rewards and punishments of the people responsible for each CR according to the completion date of the related CR (i.e. early CR means the responsible person will be rewarded; otherwise punished). Third,providing an accurate time variance to record any CRs finished earlier than planned which will result in revising the project plan or any delayed CRs that will derive management to take corrective actions to the project plan.Fourth,helping the management for better decision making in case of any budget deficit or surplus by using the cost variance to monitor the expenditures along the project plan. Fifth, increasing the prediction possibility of early project completion, which may result in revision of the operational processes that depend on the deadline of the project and notifying the higher level of management for further actions.
So,we will mainly focus on the project monitoring and controlling phase because it is one of the most important processes in developing any software project. It controls the operation of the project according to the project plan. In addition, it is one of the CMMI® process areas level 2.
