Projects and Attchivments:
Alcatel Business Systems Egypt (ABSE) is one of Alcatel France offices in Egypt. ABSE is the sole distributor of Alcatel France PABX and data product in Egypt. ABSE installed the first ATM based PABX in Egypt. As a Technical Manager, Dr. Hegazy was leading a group of 21 technical staff. He was responsible of supervising all technical aspects in ABSE. As a Deputy General Manager, he was sharing the responsibility with the General Manager in the overall Company policies.
As Head of Information Center (IRTIC), Dr. Hegazy was leading a team of 14 technical staff, taking overall responsibility for all activities relating to the Information Center including planning, design implementation and development of information systems and services and related technologies within IRTI. He also contributed to the development of information technologies and services in IDB/IRTI by serving on the committees related to the subject. He strives to render information services including dissemination of information to OIC member countries. IDB, The Islamic Development Bank, Jeddah, Saudi Arabia, is an international financial institution, which aims, among others, to foster economic and social development in its member countries. The Islamic Research & Training Institute (IRTI) is an organ of the IDB, established to undertake research for enabling the economic, financial and banking activities in Muslim countries to conform to Shariah, and to extend training facilities for personnel engaged in development activities in the Bank’s member countries. The Information Center (IRTIC) is a division of IRTI, which offers information services to the member countries of the IDB in socio-economic fields to promote their economic cooperation, in collaboration with other divisions of IRTI.
As a Senior Management Information System (MIS) Specialist working with Local Development II-P Project contract between USAID and Chemonics, Dr. Hegazy fulfilled mainly the following tasks:
1- Responsible for the different phases of S/W and H/W procurement of 71 computer systems for 23 governorates.
2- Conducted Information Systems assessment in the governorates.
3- Liaison with Ministry for Local Administration in computer matters.
4- Developed a course in advanced systems analysis and design.
As MIS consultant to GUPCO Oil Company, Dr. Hegazy tailored a set of S/W training courses for geophysicists and helped the DB & Documentation team to install SQL DB system.
As a professor and computer consultant at Cairo Univ., Dr. Hegazy was a member of several committees for feasibility studies and computer procurement in several faculties and research centers at the University.
As a member of the consulting team at the Misr Bank, Dr. Hegazy contributed in the feasibility studies of S/W procurement and the implementation of the first and the largest on-line Banking network in Egypt.
As Group Computer Manager in UASC, Dr. Hegazy reorganized the computer system of the company in order to establish a fully integrated and automated computer information network system between the head office in Kuwait and regional offices in London, New York, Tokyo and the Gulf as well as a network of agents in many overseas locations.
As staff member of Computer Science and Operation Research, Dr. Hegazy teaches courses in Simulation, Modeling, Systems Analysis and Design, Information Systems and Database, Computer-Aided Techniques and Operating Systems. His main fields of research and consultation were computer networks, database, computer acquisition, expert systems operating systems and systems analysis and design.
As Director of the Computer Center, he manages 21 professional analysts and programmers. The Computer Center was composed of an ICL 2960 main frame, Data General ECLIPSE, and Digital VAX-11/750 and VAX-11/780. Further, there are 3 Remote Job Entry (RJE) stations. This equipment is interconnected to a network. Although the ICL computer was mainly used by the administration and the VAX-11’s loaded with research programs, the interconnection facilitated the exchange of packages and programs. There are over 90 on-line terminals serving 3 faculties.
As Computer System Manager, Dr. Hegazy served for several projects:
He designed, analyzed and implemented a real time database system for the Egyptian socio-economic model. This system was developed in conjunction with the International Monetary Fund and MIT.
He implemented the critical path method packages available on ICL and VAX in several industrial problems. The solution provided optimal time and cost estimation. Further, job-scheduling problems were also considered for several customers.
As Director of the Computer Center, Dr. Hegazy was involved in all computer matters and the development of policies and plans for software and hardware expansions together with all related matters within Cairo University. Further, he was the head of the Committees for developing courses for upgrading the personnel to the required level in software application and hardware handling.
He analyzed, designed and implemented a farm management project in conjunction with UNESCO.
For the Ministry of Health and as a consultant to the scientific Computation Center of Cairo University, he developed a database system which analyzed all resources of the pharmaceutical industry and was used as a tool by the Ministry in decision-making on subsidies, production of medicines, etc.
To facilitate the introduction of electricity to rural Egypt, he developed a system, which analyzed funding, resources, time schedules, etc.
He conducted a complete feasibility study and made recommendations to the El-Nasr Import and Export Company, resulting in their acquisition of a computer (VAX-11/750) and software.
As Consultant to the Suez Cement Company, he completed feasibility analysis resulting in their acquisition of a microcomputer.
As software consultant to Prime Computer’s Egyptian representative (Rehimco), Dr. Hegazy conducted feasibility studies, analyzed the Company’s organization and made recommendations resulting in the redesign of this organization of about 300 employees. In addition, he analyzed Rehimco’s proposals for banking systems for their clients, El Nile and Kahera Banks.
As software consultant to Wang’s representative (Balsam), Dr. Hegazy made recommendations for the establishment of their software group to support various products (MVP, MVL, MVS, MVN, VS100, VS50, VS80).
As software consultant to Texas Instruments’ representative (Sakrco), he made recommendations on organizational start-up and product distribution. 1980-1981 Visiting Professor, Georgia Institute of Technology, Atlanta, GA, USA.
Dr. Hegazy was one of the three specialists at Cairo University selected to develop a curriculum at the Masters- Information Systems level which would provide students with the capability of building databases for scientific information systems. His primary research was completed in 6 months at the Georgia Institute of Technology, with visits to the Trust Bank, Lockheed Information Center, and other universities and institutes. This curriculum was later published in Switzerland.
