Professor of Sociology at Cairo University, holds a B.A. from the Cairo University in Critical Anthropology and Qualitative methodology studies ; reinventing the city from Amsterdam University and Felix Meritis Foundation in Netherland ; and a Ph.D. in anthropology from Cairo University in folk heritage and class structure. His current research interests include cultural studies , folk heritage, Bedouin societies , vulnerable groups social issues for public policy ,social development studies and social impact Assessment and qualitative methodology techniques. Based on qualitative fieldwork in Egypt , Saudi Arabia , Sultanate Oman and United Arab Emirates, his conceptual inquiries address socio cultural analyses of developmental issues for decision making support.
El Masry has authored two main Cultural studies, youth values in Egypt , published in HDR (UNDP, 2010), which received the 2013 Human Development Award for Excellence from United Nation Program for Development and Reproduction of Folk Heritage : How Poor Cling to Life in the Context of Scarcity (Cairo :Supreme Council of Culture. 2013) which received ALECSO Arab Heritage Prize 2014 from the Arab League Educational, Cultural and Scientific Organization (ALECSO). He has received grants from the Ford Foundation. His other publications include numerous chapters and qualitative studies in edited volumes and articles in peer reviewed journals, some of which are available on academia.edu. During 2003-2005 he was a Visiting Associate Professor at Emirates and Bahrain Universities. He has participated and developed new qualitative courses of capacity building for social and natural science young researchers at Social Research Center SRC, AUC between 2005 and 2015.
He has headed up Social Issues Program and Strategic Issues Department in Information and decision support IDSC , Egyptian cabinet ( 2006-20012 ) and has worked deputy minister of culture (July 2014-May 2015).
